IDW TMNT # 28 City Fall Part 7

The final stage has been set as Splinter and the Turtles have to trust Hob and Slash to help them rescue their brainwashed brother, Leonardo. Just when things seemed to be going good for our heroes... Karai brings in Bebop and Rocksteady. How will this epic story arc end? Let's find out!


City Fall part 7 opens with Raph, Mikey, Donnie and Splinter being smacked around by Bebop and Rocksteady. Casey and Angel face off against Hun, who is actually Casey's dad with a Ooze power-up to bring him back to his glory days. Casey's dad thinks he's doing all this for the right thing, and he can have all the power and run the city with his son. Casey says he has a new family now and smashes him back with his bat.


Shredders asks Karai who the mutant duo are, and she tells him she made them out of loyal members of the Foot. The Turtles can't really do much about Bebop and Rocksteady since they are just too strong. Splinter says they have to get to Leonardo, who is still trapped in his own state of confusion... but the two powerful mutants are still in their way.

Shredder tries to snap Leo out of his trance, needing his help in battle. As he smacks him, Splinter and Raph show up to help. Casey tries to hit Hun again, but his bat snaps against his father's arm as if it were nothing. The hocked masked vigilante says he doesn't realize who he's working for... and Hun says all he knows is that the Foot gave him a second chance to be a better father. Angel tries to slow him down by smacking the side of his knee with both clubs... but he easily grabs her and choke slams her.

Hob gets up after bandaging up his bullet wound and staggers to his feet. Hun is about to stab Angel with the broken half of Casey's bat, when suddenly Hob shoots him in the shoulder. Casey tries to shoulder-tackle him down. Hun grabs Casey and tells him he's still on his side. Casey says he was never on his side. Suddenly, Slash grabs Hun and knocks him flying with a powerful punch. Angel asks if Casey is alright and says he should have stayed in the hospital since his stitches are all broken again. Casey says it was worth it as we see Hun unconscious on top of a car.


Splinter fights Shredder, and Leo finally snaps out of it and tries to help Shredder. Raph trips up Leo and says they have to talk first. Bebop and Rocksteady are slowly getting up and April tells Don she only has 5 minutes left of juice left in her devices. Raph tells Leo he's starting to sound like Shredder, and Leo says he doesn't know anything about him. Raph says he know a lot about him, like his obsession with training, what he named his swords, and the facts he hates losing to Mikey in videogames. Raph defeats him and tells him they're his family and they want to take him home since 'this is no place for him'.

Shredder gloats about his victory over Splinter. He then stomps on the back of Splinter's angle... and violently stabs it, breaking his ankle. He tells Splinter that they were both members of the same clan, but he betrayed them. He reminds him that the Foot was his family before he met Tang Shen of before he met the Turtles. He gets ready to kill him, saying he'll never forgive him for forsaking them.

Just then Alopex tackles Shredder down and starts hacking away at him saying he doesn't know anything about family, only to kill and destroy. She gets ready for the killing blow, but gets hit in the shoulder with one of Karai's arrows. Leo finally recognizes Raphael and is confused to see his brothers are still alive, since Kitsune's brainwashing visions showed otherwise. April sends Bebop and Rocksteady back with the last of the Gravity Gauntlet's power. Mike and Don help Splinter up since his leg is now badly broken and Raph helps Leo.



Slash breaks a wall down, making it easy for everyone to escape. Hob already has the car ready and everyone bolts, but Bebop and Rocksteady also break though the wall in hot pursuit. Hob then tosses a grenade at them, which finally slows them down. Hun watches his son drive off with the others and Rocksteady asks if they're still getting that paycheck.

Later on, some mob members deliver dufflebags full of money as tribute to Shredder and hope they can put the fiasco with the Savate behind them. Shredder dismisses them and says they will benefit mutually from their arrangement. Shredder then wishes to speak with Karai, who tells him that the Turtles and Alopex are gone. Shredder tells her she made mutants without his knowledge, acting against his will and authority, which should be punishable by death. Karai says everything she did, she did for the clan and accepts her fate. Shredder then tells her to rise, since she is now his Chunin.

Shredder explains he was using Leo as an example of the power he holds over human or mutant, and also as a way to kill Hamato Yoshi. Even though they got away, the damage done to their family will remain. He also wanted to test Karai's patience and loyalty, and she did not disappoint. Shredder stands alongside Karai and Kitsune and tells them that the Foot's family is stronger than blood, and once tested it can never be broken. This is why he thinks the Foot will always be stronger than their enemies.

Hob asks the others if all this was worth it since Leo seems to be in bad shape and now they're all on Shredder's hit list. April says they won't be staying anyway and know just where to go. Angel, however, chose to stay behind. Splinter tells Leo he's happy to have him back, but Leo tells him not to touch him. He leaves the van for a moment and hands over his black bandana and bladed gauntlet to Slash. As they drive off, the Shredder tells Karai and Kitsune that there is no place safe for their enemies to hide...


My Opinions:

Wow, what an epic conclusion that threw in most of the important characters all into the mix. There are so many things to say that I don't know where to begin. I liked seeing all the action and the mix of different characters, from Slash to Hun to Bebop and Rocksteady, all in one big TMNT Remix soup.

I guess my only complaint was why didn't Casey or Angel tell Hun that Shredder himself was the one that stabbed his son and put him in the hospital? I see that Casey was about to, but was cut off, but then why didn't Angel? I also kinda dislike how much Casey hates his father without giving him any sort of benefit of the doubt. This guy is trying hard to make amends with his son and is being tricked and used by Shredder, while also being drunk on power. I guess I can understand it from Casey's point of view, since it's hard to love a father that beats the crap out of you whenever he gets drunk... but I had a feeling that even if Hun did find out the truth and turn against Shredder, he still wouldn't forgive him. And for Hun's backstory... well that is explained in bigger detail in his own micro-series.

And speaking of which... Alopex's sudden attack on the Shredder, yelling about family? Well in Alopex's micro-series special, we find out that Shredder took her back to the wild and had the forest she was raised in burnt down, which included her non-mutated family. For whatever reason, Shredder expected her to just shrug it off and face the fact that the Foot is her family now. She compared Shredder to the bear she used to fight as a normal fox.... and we even see fox and bear symbolistic imagery in one of the panels when she strikes against Shredder that will be lost to many of us if we hadn't read her micro.



Bebop and Rocksteady don't have it that bad. We already saw them getting mutated in the main series, and while their micro did show off their power, we were all anxious to actually see them take on the turtles.. and wow, they did not disappoint. They were basically unstoppable juggernauts, and the turtles really couldn't do a thing against them. Like at all. It did make the fight heavily one sided, but I did like the little bits like when Raph stabbed Rocksteady in the arm and it was nothing to him, leading to him smacking him and Splinter with his sledgehammer. Then Mikey tried to choke him with the rope of his nunchucks, and the mutant rhino just grabbed him and spun him around like he was a toy. Plus their banter as they fight was entertaining. Bebop and Rocksteady are more than hired thugs, they're good friends having fun.

 I wish they gave Bebop something else than a chainsaw. It's cool and all, but we know he's gonna not actually gonna carve up the turtles. At least Rocksteady got to smack em around with his weapon. Still don't like the hoof-type reverse-knee legs and feet though. I know the artists change with each story arch, so I hope whoever draws them next let them have normal legs like they do in their micro.

As for everyone else... well what can I say? Shredder sure went through a lot of trouble to prove Karai's worth. It still seemed he put a lot of stock on Leo, and would have still kept him as his Chunin even if he did help kill Splinter. Him considering Karai his Chunin seemed random, even after his drawn-out explanation, as if she was a consolation prize. At least it will keep him loyal, if he treats her with respect. He already had Alopex turn on him, through his own actions, and Hun is a ticking time bomb... so he better at least have common sense to treat Karai right. This version of Shredder does get his ass kicked a lot, and Alopex was really gonna kill or near kill him if Karai didn't jump in.. so the dude better watch his back.

I don't know what to say about the heroes. I'm surprised Raph was the main one to step in to get Leo back. Sure, Raph has always been close to Leo in other versions despite their arguments, but this version of Raph has been missing since mutation and hasn't been as close to the others as a result. I guess we can say this version of Raph really values family above all and doesn't want to lose anyone. I also like seeing April get in on the action too. Finally got tired of warming up the get-away car and helped out with Harold's inventions.

As for Leo, all the previews already had things saying stuff like 'after Leo has been rescued' and so forth, so we kinda already knew he was gonna snap out of his 'Dark Leo' trance in this one. The main issue is Leo didn't really do anything all that dramatic while he was evil other than fight some Savate and the big reveal when he turned on his brothers and father. The fans were hoping he'd kill someone or do something more permanent to haunt him after he recovered. Shredder's constant excuses to keep him from killing were pretty much that. Excuses. I guess killing is so out of character and against his code that if he did kill someone it would risk snapping out of Kitsune's spell a lot quicker. He should have at least been the one to kill Victor.

However Leo isn't exactly completely back to his regular self. He's still heavily conflicted and for whatever reason told Splinter 'not to touch him'. It'll take a while to undo Shredder and Kitsune's lies. Let's see how long this will last.

And so ends City Fall. I guess the city falling was more of a background thing, with the main story being about the Turtles rescuing their fallen brother. However, in a way it really did fall, since Shredder has now taken full control of all the criminal element in the city... and personally and publicly killing Victor, the leader of the only gang opposing them to make a statement to all who oppose him. And even with the Turtles on the run... they're still not safe from him... Let's see what else happens...
