Here's the round up for October's DOA6 Last Round DLC road map. It looks like since we get updates every Thursday and October 1st happened to be a Thursday, we only got news of an update starting the following week.
So we see that Minato will get to double-dip. She'll be getting an all new costume. Then she'll be getting a second round of 'debut costumes' to catch her up with the rest of the female cast. So I assume they will be the maid outfits, the high society dresses, the color-changing ninja outfits and whatnot.
Nyotengu also gets to double-dip as she already had a new costume and Kasumi will get yet another outfit, which would be the third if you count the new outfit she already got upon release. Meanwhile Christie, Tina and Mila are still waiting for scraps. So far nobody is happy about this, especially since we have to wait a whole other month to see if Koei Tecmo remembers that other characters exist. The general consensus on the interwebs is that Minato's costumes, new and debut, should have been the same day to free up a slot for someone else, and that others should have gotten new outfits instead of Nyotengu and Kasumi again.
I'm also hoping that once Minato gets all her debut costumes in order we can see some sort of trailer or announcement for their new new character.
Last minute free update-
Seems they did give us something today after all, sorta. Since we're in the month of Halloween, everyone gets a free pumpkin head accessory, listed under glasses for some reason. You get four colors to choose from, orange, purple, pink and onyx. I only found out about this while running across it on social media. Technically it is listed on the website if you check the list of updates, but I feel it would have been easier to see if it was added as part of the DLC Road Map.
It's hard to complain too much because it's a free update, but most people say everyone should have gotten a full-on Halloween costume instead. If we include Minato, the game currently has 32 characters and I doubt Koei Tecmo would be able to whip out 32 costumes on such short notice.... or at least not for free. Although if they did something like, give all the girls the same variation of a mummy costume and the guys a classy vampire costume, that would have been one way to ensure that literally everyone got a new Last Round costume, with the possible exception of Kula and Mai.
At month's end we'll look back and see what the costumes look like. We can at least hope they're good designs, and also hope some of the forgotten characters get something in November.
